When one writes a question to test how much a student had learnt, the teacher could ask the same question in different formats: either using what is called "Taxonomy 1" questions which test only "Recall"; which does not require intelligence at a all. Or use Taxonomy 2 or 3 type questions which require some thinking because it is analysis and reasoning (problem solving). Converting Taxonomy 1 questions into Taxonomy 2 or 3 is a difficult thing requiring training. Therefore if you have teachers who can not put questions in the latter format, then one must not be surprised that students score 100% or near that in Tawjihi. We did not test except their ability to remember.It is the fault of the whole teaching and learning process.
